98 Pontiac Grand Am GT makes high pitched whining noise when i give it gas?

I have a 98 pontiac grand am gt and just yesterday it started making this whining noise whenever i give it gas. it is so annoying so me and my dad tried some easy fixes. he thought the power steering fluid was low and it was so we put some more in and it still made the noise, and now he suspects its the serpentin belt or something. he said if its not that he wants to check the vaccuum lines or something. does anyone with experience have any idea what this could be, it only makes the noise when i give the car gas to go, and it dulls down when i slow down.
 
i would check the belt first if the power steering fluid was low this can cause the pump to tighten up and possibly stretch the belt making it loose and be slipping also water pump bearings will make a high pitch noise look at the water pump while it is running and make sure it doesnt seem to be wobbling. Check your transmission fluid, could be the pump whining due to low fluid level.

Could also be an idler pulley, failed power steering pump, or alternator bearings
 
The power steering pumps do give alot of problem ,the best way to tell is if it gets louder when you turn the wheel.

spray some water on belt when reving engine, if noise changes, need new belt
