98 Sunfire starting issue

Turn the key and you hear a click but it won't crank over lights are all coming on you can hear the fuel pump prime up it sounds like a bad starter but I've had it checked by two different shops they say it's good fuses all look good I've seen a lot about the switch could be bad any thoughts kind of need this issue resolved asap it's my go to work car

have you used a voltmeter on the battery and gotten a reading above 12 volts?
it could be the switch, see if the solenoid gets power when you turn the key with a voltmeter or test light.
See if there is a fusible link going to the starter which has blown.
