99 grand am 3.4L cooling fans not working

Cooling fans not coming on. Fans ok, relays ok, changed temp sensor. Does a/c have to be charged and functional for fans to come on? Are they working on the same circuit? Just had heads done due to overheating. Installed updated Intake manifold gaskets. Dont want to have to do that job again. any help would be appreciated.

how high is the engine temperature going? The fans dont come on till over 210 at the very least

ok, heres the deal. I thought the fans should come on sooner. drove car down expressway with scan tool connected. Temp never went over 204. then i parked and let it idle. Low speed fans kicked on at 224 ( does that seem normal?) and it cooled the engine down nicely. problem is that before engine cools down, coolant is running out overflow tube, then i get a low coolant level light. Any ideas what might be going on here? do you know when the high speed fans are supposed to kick on?

Does this vehicle have a pressure cap on the radiator, if so, may need new one if not holding pressure. The 224 fan kick in is normal.
