99 Grand Am Rocker panels

I'm new to cars, just bought my first one and it's a 99 Grand Am SE. I need to get some repairs done to it first though before I can get it certified and E-tested. I was advised (not by a mechanic mind you) that the rocker panels would likely need to be replaced. I have been searching online for them to buy and most of what keeps coming up are the stick on decorative looking ones. So I was curious to know whether those would work, or if they would actually need to be cut out and have new ones welded in place....I do plan on getting an expert opinion before I make any purchases, I just wanted to know in case they actually do need replacing
