99 sunfire GT 2.4L, 223k

My engine runs hot 222 degrees, when on highway, and only when going about 100km/hour or more. It cools back off at slower speeds (driving around town). I put in a new rad, new-used fan, new upper and lower hoses, new coolant bottle, new ect sensor and connector. New pump but same old timing chain. Would an old timing chain cause a flow issue at higher speeds?

have you confirmed with an IR gun that your gauge is giving you accurate readings?
when you did all the work on the cooling system did you flush out the block with a system cleaner?
If the chain was that loose you would hear a lot of rattling going on.
