a/c vacuum leak

Hi,
New member.. I recently bought a 2007 Montana SV6 extended.
The a/c did not work when I bought it. Heat works fine.
Freon - Low side 40-45 psi
High side 200 - 220
No leaks.. Compressor is running once you turn on the a/c. But only blows regular air. Fan comes on when it gets hot.
One more thing. There is a very noticeable vacuum suction as soon as you turn on the a/c. It stays on the whole time. If you shut the car with the a/c running, the sound will continue for another 3-4 sec and fade slowly.
I went to the dealership and got pictures of the diagram for the evaporator/heater box and the 3 different doors that open and close. They all say that they are electric motors for the doors that open and close for a/c, vent and temp. - So far I am thinking it's the bad blend door actuator. I do have a slight hesitation on idle.(like a small vacuum leak)

what could be the noise. I took it to a mechanic and the only suggestions I got so far is there is a heat/ exchange issue and needs to be cleared for a/c to work. It's either evaporator core or condenser. A/C lines (high and low) were not hot or cold. I also found a lot of rust by the floor. I am planning to open the minimum I needed to get the problem fixed. I have not checked the drain yet. The worst is the whole dash have to come off... Any suggestions would be very helpful. I will fix the problem and will post any update for anyone interested.
