Automatic Headlamps staying on High Beam

Does anybody know what would cause the headlights on my 99 Grand AM GT to stay on High Beam in the "automatic mode"? I can switch it over to low beam, but my fog lights still don't come on, like they use to. It just did this on it's own, & I already switched to new bulbs since, to no avail. Any suggestions!
 
the automatic headlights just turn on the headlights based upon whether you have it set for high beam or low beam. You state you can switch them to low beam meaning they will automatically come on in low beam. So is your real problem that the fog lights dont work?
