average running temp

i have a 2000 grand am that while on the the highway or driving around has a average temp of 200 but when its parked the temp spikes, is this normal? and the a/c fan turns on when i turn on the ac but i have never seen the other fan turn on.

i have a 99 gt with the v6 and it runs about 200 temp. when it sits it goes up a bit, i have had 3 water pumps in it since i bought it new, 1st one about weeks after i got it (defective). Thermostat needs changed i guess but it takes a bit longer to install that the water pump, so i keep putting it off.
 
Depending on the mileage, you might consider a thermostat. It shouldn't move much, if at all. You could have a little bit of air in the cooling system, try bleeding it out.
My '00 GT sits at 200, and moves about 1/16 of an inch after idling for more than 15 minutes with the air on.
