Aztec engine revving problem?

Hi, we are new to the forum and have an issue with one of our kids' car - a 2003 Aztec.
When the car starts, it revs up to nearly 4500 rpm and when he is going down the road, it runs at around 5500 - this just started last night. He needs the car for work, but we can't have him driving it like that. Any ideas you have would be most appreciated - as a mother, I am leary of some shops as we have been taken advantage of before. We are calling to schedule a diagnostics test, but not sure we can get in today.

either a really bad vacuum leak or more likely a throttle position sensor problem
