I have been driving my wifes 2001 sunfire the last few days and I have noticed how foggy her windows and windsheild gets in the morning and during rain and snow.

I do not have any coolant issues or any heater core leaks.

Is this the symptom of a bad blend door actuator?

I only run the defrost in the winter and the AC does work in the summer.

It could be the actuator if your hearing any clicking or thumping noises coming from behind the dash when attempting to change temps.

If it doesn't defrost, might wanna get a portable car defroster that plugs into your cig. lighter until you can get it fixed.

defrost and defog require a working A/C system to function properly inorder to remove the humidity from the air inside the car. Fix the A/C and you will resolve the issue.

Not sure if you saw the original post but my AC does work. That's why I am thinking its an actuator problem. Funny thing is that I hear no clicking when I change the settings.

Sorry, missed that part. If you place the control on defrost or defog and leave the temperature setting for cold, do you get air coming out of the top vent near the windshield and is it very cold indicating the A/C compressor is running?
