Blower of the heater

Hi everyone
I have a strange question, is it true that if I like my pobtiac trans am from 1978,the blower of the heater is completely off that the heater will still run at stand 1, is this normal? I hear it, thank you

Yes many GM vehicles have HVAC fans that continue to run in the Off position.
