Carburetor flutters on cold start, evens out once up to temp

Hey everyone. I have a 64 cat with dual edelbrock 4b carbs and when I first start it up and let it sit idling for a couple of minutes, when I give it some throttle it flutters (for a lack of a better term). Its a fast paced flutter that goes away after the engine warms up. Thoughts? Could the carbs just be dirty? Thanks.
 
I assume both carburetors have chokes, are they correctly adjusted for the local temperatues?
Are you running ported or manifold vacuum for the distributor vacuum advance?
What is your initial timing set for?
 
You'll have to forgive me, I'm still figuring these things out as I go (this is my first classic). I don't have a timing light so I will get back to you when I can borrow a buddies. The chokes haven't been an issue I don't think, but the temp has gone from 80s to 50s so I will check those. I'm not sure about the ported or manifold vacuum, how do I find that out? Thanks.
 
what is the vacuum line connected to the vacuum advance on the distributor connected to on the other end? That change in temperature can reveal issues with choke adjustment or carburetor mixture screw adjustment.

It is manifold vacuum and it is working normally. I asked my mechanic friend and he suggested its most likely the choke.
