If you are not sure you have to get the #1 cylinder on TDC and then check if the rotor is pointing to the #1 terminal in the distributor cap.
Where are you getting power to feed to the BAT terminal of the distributor?
How are you turning off the power to the BAT terminal if it is directly connected to the battery?
The power has to come from a switched 12V source.
You have to pull the distributor and install it so the rotor is pointing to #1.
Did this distributor come with instructions?

You need a full 12V for HEI, the stock wire on the positive terminal does not supply 12V from the switch because it is a resistance wire.
Did you run a new wire from the switch?
