confused blower motor

I just bought a 1995 sunfire and the blower motor seems a bit confused. When the car is off and the heater / AC control is in the on position the blower functions on all speeds.
When the car is on the blower motor does not function at all.
where would be a good place to start?

the blower motor is the only accessory doing this, not the radio also? Sounds like a bad ignition switch but have never heard of this situation before.

thank you for your response. sorry i couldn't get back sooner but this thing had a brake issue that was more pressing. So here is a rundown of my electronic gremlins that may or may not be related.

just bought the car have only had long enough to get it home and blow a brake line and determine this car is a rusted out POS on the underside.

blower motor works when car is off but not when car is on
back lights do not work ever on heater control unit
AC button light light will light up when car is off or on
cruise control does not work
radiator fan at last check does not work (I thought it did when i first bought the car may be intermittent)
radio is aftermarket install. going to pull soon and see how it is wired.
turn signals extremely slow. going to switch flasher unit
everything else seems to work currently. have only driven twice. once home and once after brake repair.

I swapped relays under the hood with no change in problems.
