coolant leak

My aztec coolant is leaking on the passenger rear of the block. there is a bolt facing the front of engine. It looks like it is coming from there the bolt is holding to lines. is it possible that this bolt is a block drain? Do you think I could put perma gasket on the thread that this will stop it?

The only thing I can think of is the coolant bypass pipe. It has an o-ring which could be failed or there appears to be a bleed that may be leaking which could have thread sealant added to stop it.

It sounds like it's coming around the bolt and pipe which leads me to believe it's the o-ring.
