Cooling Fan Always on, only turns off when key is turned off

98 sunfire 2.2 the cooling fan is always on with the key. never overheats because fan is always on. it has a check engine code, but will not communicate with scanner to retrieve code. I have unpluged battery over night and it will work great for a while with fan working correctly. but check engine light will come back on and fan will stay on? dont know whats going on, but in need of help Thanks!

check for a blown fuse, possibly lighter, for the scanner issue. Could be stuck fan relay.

The fan is coming on with the check engine light, this is normal. Fix what is triggering the light and the fan should stay off. X2 on the lighter fuse. It powers the aldl port.
