I've seen this before . The hood on the Montana is plastic/fiberglass. Well before I put foot in mouth my former 2000 and now 03 has a fiberglass hood ,I am sure other years has the same . Getting back to your question I think the prep work was not done correctly. I hope a body man chimes in with better/more advice.
