Electrical Problem -Wiper motor

Would appreciate any advice to tackle my wiper motor electrical problem on my 68 Firebird conv. I'm dealing with botched wiring from a previous owner.
I removed the wiper motor and washer pump and tested them and they both work correctly, but when installed the wipers do not move and the motor gets hot.(I checked the wiper arms and they are not jammed)
I realize I will need to trace the wiring but was wondering if someone might know since I discovered that the hot(live) wire to the wiper motor is always live even when the ignition is off if that is correct ?

Wiper Motor Testing?

While I have the engine out, I want to test the wiper motor to see if it functions. There's no switch for it anywhere, and I am not quite sure the best way to test this to see if it actually works. The wiring's a mess, so I do have a new harness coming in, and I will get the proper switc...
