The cooling fan comes on under 2 conditions.
First it comes on if the fan switch sensor goes over 275*.
Second the fan will turn on if the air conditioning is turned on (if the car is equipped with A/C)
You can take the connector off the fan switch sensor at the engine and short it out (jumper the single wire to a ground) to get the fan to turn on. If it does not There is a relay on the left side of the firewall (this is the relay that the A/C is hooked to as well) that could be bad or you have a wiring problem.
