Well, just replaced my front end bearings on my 2004 Grand Am. And the howling did not go away. What else could howl like a bearing?? It's coming from the drivers side. Noise comes and goes when you steer. Like a bearing. No clicking sounds.

jack up the left ft side till the wheel is off the ground ( use jackstands to be safe) Grab with one hand the sping while the other hand spins the wheel . Is their a rough feel on the spring ? Now check for play in the wheel up and down and side to side , is their play ?
The most likley cause is a wheel bearing and I know you said you replaced them , but if the spindle nut is not torqued proper , ie over torqued , they can fail fast . Also it is rare a cv axle could be the culprit but most likley a bearing is your issue, also a bad tire can make noise , swap the ft and rear tires and see if the noise moved
