Frozen Hood latch - Pontiac G8 GT?

I have a 08 Pontiac G8 GT and live in a cold climate (Alberta, Canada). The first cold snap and my hood won't open - the dealers only suggestion is to bring it in to their garage to thaw out. I can't do this ever time I need to put washer fluid in or other time I need engine access!

Any suggestions?
 
well your going to have to get the hood open for them to check if there is another cause, so no matter what you have to bring it back to the dealer
