Fuel Pressure on a 92 Pontiac Grand Am

I just insatlled a new fuel pump however, I have to turn the key on/off several times to buil-up pressure otherwise the engine do not run.

Right after the fuel line is full the engine runs smooth and perfect however, when I turn off the engine and later on restarted, do not run smooth until I do again over and over the fuel pressure trick.

So, is out there some one with an answer to why the system looses the pressure?

In regards to the injectors I rule that out however, it make more sense that the NEW fuel pump may be defective considering that I have to drop the tank twice because I installed a NEW pump that failed right away after I re-installed the tank.

Well... I removed that NEW fuel pump and got another freshsly NEW and re-installed just to have the results that I am looking to fix now and that, it is that I loose the pressure overtime.
