Harmonic Balancer/Serpentine Belt Hazard

When I was having a bunch of stuff done to my 01, the guy said the harmonic balancer was "walking," which to me seemed a slight bit of a wobble. He said the pulley structure is set in rubber so it can sometimes tilt more and more, which eventually slips the serpentine belt, stranding the driver. Is this true, or should I just shut up about it until/unless it actually slips a belt, which it has not done?
 
If the balancer ring totally separates from it's hub at a high engine speed it will do more damage than just cause the belt to slip off.
