Headlight Issue

My 2001 pontiac sunfire has dual headlight bulbs (high and low beam).

The low beam works on the driver side but NOT on the passenger side.

The high beam works on the passenger side but NOT on the drivers side.

What is causing this? Do both bulbs need replacing (driver and passenger)?

Remove the bulbs and check if there is a burnt out filament. If not use a voltmeter to check the sockets.
