Headlight motor halway working

a while back my headlight just basically died then the next day the switch for the lights started to work wrong to i took out the relay on the left fender and the swtich worked right it just shut off power to the motors.
i took the left motor out today messed with the brush and limiter part today and it comes on now but it sometimes doesnt want to come up. it goes down normally but sometimes not up and the switches work wrong again. my question is would it be the relay or the motor that makes it not come up sometimes

for the switch to turn on its normal and to turn off i have to turn lights off part then turn on Park lights to turn lights off then all off to flip motors down

my question is would it be the relay or the motor that makes it not come up sometimes and if its the relay is that what makes the switch work wrong
 
What year is the car?
The 1987-1988 years have a control module that is under the driver side fender that can mess up like you describe. If it's a 1984-1986, it could be someone upgraded to the later version. Is the headlight motor knob a flat round knob or a slightly cone shaped knob? The later versions use the cone shaped knob.

If it is the later version, You need to remove the bolts for the fender and pull the fender back to access the module.
