Headlight motor not strong enough?

So on my 2001 firebird (4th gen) i changed the gear in my headlight motor from the stripped nylon to a brass gear, then I bolted the motor down without the headlight attached, i tested it and it worked.
Then I slipped the headlight arm onto the motor and the motor wouldn't turn, but on the third try, it magically was strong enough to lift the light up and down twice in a row.
But that was just pure luck. Now it isnt strong enough to lift the arm and i tried it several times. No more magic :(
The motor does spin every single time if the arm is NOT connected.

Any ideas? Im totally stumped!
 
watch the video to see if you did anything different. you did lubricate the gears? The cover isnt binding against the gear?

Yep, did all that.

It sounds dumb, but i think that IT thinks its jammed when it reaches the edges. Im going to make the rubber stoppers a bit bigger so that the counter-arm hits those sooner and it will be fooled into stopping just before it gets jammed. This is someone elses idea who had similar problems and said it worked. They said the headlights can go up once or twice after manual adjustment (which is what I did to make them 'magically' work) so i hope i can resurrect it and give it some magic again
