Headlights

Does anyone know why certain headlight bulb manufactures put the metal piece on the front of the bulb and what the purpose is?

My headlights have that and there seems to be patches of dark within the field of light. Was thinking about cutting them off so I don't have to buy new bulbs.

On the old sealed beams these were to diffuse the light.
