1970 Lemans....My Lemans only blows air out the floor outlet, this is true for BOTH Heat & Air. With Heat setting I only get cold air. Have looked for vacuum leaks both under the hood & under dash (removed air vents to look at all vacuum lines) Is it possible I have a bad Vacuum Actuator.....Or other issues!

it definitely sounds like the actuator is not working, can you confirm you have vacuum going to it?

Yes it could be the actuator, but before removing it I would make sure it doesn't move when vacuum is applied.

One common issue I have found over the years is an issue with the black plastic vacuum canister under the hood. I have found the small hose connection broken off the canister. Very hard to hear the leak with the engine running but it robs the system of its vacuum source.
It either looks like a black plastic ball, or some older ones look like a coffee can with 2 hoses going to it. Its become the 1st thing I look at when this occurs.
