High Beam Issue

I have a 2003 Sunfire. When I select the high beams, the lights go off. The low beams work just fine. The bulbs look good. Occassionally, the high beams will work as they should, but not very often. Any suggestions.
 
test the bulbs with an ohm meter. check the ground connections. There was a problem with the front harness going over the radiator support, bad splices, may have been a recall.
 
Thanks. Where is the best place to check for recalls on this vehicle.

If that doesn't get you anywhere, on the driver's side of the steering column there is a shaft that runs from the high/low beam selector on the column down to the actual on/off switch. those switches fail often as I have replaced 4 on earlier model GM's, and knowing GM like I do, they are probably still the same design if not the same part#. they are cheap and relatively easy to replace once you get the access panels off.
