Horn Location for 2004 Grand Am

I recently bought my son his first car. A 2004 Grand Am SE1. Clean one owner car with 122K.
It has a few minor issues we are working on.
I cannot find the Horn's location. It does not work when pressed. I have no OBDII codes and no Airbag Light so I deduced it's not the clock spring. I've checked the fuses again ok. According to diagrams it should be somewhere near the front bumper. I've removed the wheel well covers to expose the underside and could not locate it.
Any help with locating it would be helpful.
 
i found two references one stated the front bumper area the other stated the passenger side wheelwell requiring the plastic liner be removed to access it on the frame of the car.
 
Thanks! I tried both locations still nothing!?! Taking it to mechanic to have a complete once over. I have a short list of things I've discovered thus far.
 
Found the reason the horn did not work...no horn! Somehow/someone cut it off. Got a new one installed so we are good there. Next is the cruise control. The button lights up but noting displays on or off. Will not activate cruise. Have been reading other post so will continue to see if I can figure it out.
