can i change the bulb? i failed inspecion testerdy because one of my blinkers was blinking to fast. how can i fix this problem.

blinkers normally blink fast when you have a bulb out somewhere else

+1 on a bulb out somewhere. Another possibility is that there is a problem with the combined tail/brake light bulb or socket, putting too much load on the flasher.
Another solution would be to get one of the electronic flashers that have a steady rate no matter the load. Not sure how reliable or long-lived they are, considering AutoZone sells them.
