You should have an A/C system but it is common for the compressors to spring a leak, at least mine did. It is not a hard fix if you are going to do it yourself and it should only cost about $100 rebuilt but if you are going to get it done by a mechanic it will run you close to $500 or more. On my '99 Sunfire the manifold seal went out and my uncle ran the system dry effectively killing the compressor. It is tricky getting it back in without spilling to much A/C oil but the dryer is simple and straight forward.
