How do I toggle high/low beams on a 99 Pontiac Sunfire?

I recently bought a used '99 Pontiac Sunfire and when I turn on the headlights, the high-beams (and blue high-beam indicator) are always on, and the manual says to pull the signal lever toward me to toggle them off, but doing so seems to do nothing. Am I missing something or is my high/low switch possibly not working?
To clarify: I am pulling the level as close as I can, until it's hitting the plastic of the steering column. There is no clicking, and basically no resistance at all.
 
When you pull the lever towards you it should click. If you do not hear it click try pulling it closer to you.
 
The switch is broken and needs to be replaced. There are two common problems that cause this. 1) is a cracked combo lever (turnsignal/highlow beam) that cracks at the hinge point inside the unit (somone may have pulled too hard) and 2) (this being more common) a small rotating plastic part inside the high/low beam switch compartment of the unit that overheats and slowly melts over time. I have changed out several of these units on sunfires for those two reasons.
