How to attach the front license plate 1991 Sunbird?

Trying to put the license plate frame on the front bumper I can't see how to get in there to hold the nuts to the back. Can't take the bumper off just to put on the plate, how do I do this?Is there a special attachment?

Looks like it installs on the lower passenger side through the bumper plastic only...may have small dimples in the bumper where to drill the holes.... But not sure, can't find anything, even in my factory manual....
