How to fix te idle problem for a 1989 Ponitac firebird?

I have a 1989 Pontiac firebird and the idle is rough, it will jump between 900 and 2000 rpm. the service engine light comes on and it says its the oxygen sensor. I have replaced that and still it says that the Oxygen sensor. I think it has something to do with the throttle body. Has anyone had the same problem?

1) Idle Air Control (IAC) solenoid
2) EGR valve, related control circuitry (both electrical and vacuum), or leak in the exhaust tubing to the valve admitting fresh air.
