...start-up? Should I replace all the vacuum hoses that look worn? It hasn't been started in 10 years, but the carb was rebuilt right before it was put in storage. I haven't driven it around because I don't want to shift it at such a high RPM (its in my driveway). Thanks for the help.
 
That 403 will idle a little high upon startup. But when the carb was rebuilt, it may not have been done PERFECTLY. That car came with a webber carb, and they are not the best. Yes you should replace those hoses, but thats not going to make everything better. Thats just proper maintence. Check the timing as well.
