I have a 1992 Firebird with a no start no crank again. HELP!!!?

About 2 months ago it did the same thing so i replaced the ignition in it and had a new key made. The starter also went bad in it and i replaced that about a month ago. The only thing different from the no start/crank from last time is that last time the security light would flash and shut off as it was supposed to and this time the light doesn't do anything.
I've already tried to start it by jumping the starter but I think that the security system stops it from cranking the starter gear just spends
 
If the starter motor is turning, it's not the vats system. If the starter is turning but the motor isnt, sounds like a starter or ring gear problem
