I can fill the radiator full with water, turn the key, an all of the water shoots straight out of the tail pipes, it soaks all of the spark plugs. Anyone have any suggestions on what the problem can be?

very badly blown intake gasket

WTF!!!! WTF!!!

I have no idea how this is even possible.... ummm... I can maybe see you spraying a large amount of cold start condensation out or even spraying a good amount of fuel out but spraying water...? Are you positive it was water?

I really doubt a blown headgasket. The engine would seize up before it would do that. And how do you know it soaked the plugs? did you pull them just to check? and if it's soaking your plugs you have much bigger issues than just waisting spark pulgs.

I have had heads crack and produce large amounts of water /antifreeze out the pipe..
it'll only do it for a short time until the cylinders all get an equal amount of liquid in them and lock it up ..
but it is possible and usually means a terminal condition ..

Drain the oil, drain the coolant, refill with fresh cheap oil and filter, pull the spark plugs out, turn the engine over a few times to flush as much water out as you can, replace the lower intake manifold gaskets with the newer aluminum framed ones, run the engine at idle for a few minutes, then change the oil again.
