Ignition coil packs

I have a '98 Sunfire that sputters under throttle when it rains. I'm hoping to find the problem within the spark plugs, wires, or coil packs. Now this might be a strange question but why does every instruction for removal of the coil packs recommend I lift the car? I can see/access the coil packs from above (example below). Am I missing something?

their instructions are based on the coils being under the intake manifold so they are raising the engine to remove them from underneath the car. Obviously if they are not under the intake no reason to raise the car.
