Is it possible to have a 1999 Pontiac grand am and have 98 on the door and 97 on the

tail light? The car was sold to me as a 1999 and has a 1999 on the title. I had the car for 2 years but hadn't needed to get any work on the car until this past month, my cousin agreed to fix my shock/strut on the drivers side. I have been to NAPA Auto parts 4 times for parts cause they did not fit the 99. The 98 does not make assembleys so I had to buy 98 parts separately, now these parts do not fit. What could I do? Is this legal?
 
The car was made in 1998 as a 99 model (totally normal) the tail light assembly was designed in 1997 so that is the date stamped on it (all 97,98,99, will have the same taillamp assemblys marked 1997) the VIN will tell you what the car is as far as parts needed for it to be correct ...
sometimes NAPA or other parts stores do not have the proper information on some parts for newer vehicles ...
