Is there a way i can make my head lights come on when i start my 2000...

sure , use a relay from the ignition side of the key, and feed the head lights straight or to the switch and just leave switch on
 
Both above answers plus insert a 12vdc to 6vdc converter between the relay and lights for 1/2 illumination as actual daytime running lamps
