Low MPG, Erratic Idle at Stop

I've been borrowing a 2000 Grand Am GT Ram Air V6 for about a month now. It has been getting terrible gas mileage (18-20mpg.. maybe that's normal for this car?). Sometimes, at idle, the rpms will drop from around 1000 down to 500-700, and continue to surge in that range. It has even stalled out once. I've been reading every thread I could find from electrical issues to fuel issues, and decided I should use carb cleaner to check for vacuum leaks. I'm not thrilled at the prospect of having to replace the fuel pump...

A few weeks ago, I replaced the PCV valve and the elbow that connects to it because of a major leak (it was cracked, and causing the car to run very poorly, and was making a high whistle sound). Within the last month, I've also replaced the water pump, radiator hoses, spark plugs, and flushed out the radiator.

When I sprayed these four spots carb cleaner, the engine revved higher for a sec:

The two I circled above looked like they were part of the wiring harness?? Not sure why it would effect the rpms when I sprayed there...

Does this make sense? Not sure how to proceed yet...
 
Do you have a check engine light on? Did you pull the vacuum line off the fuel pressure regulator and check for gasoline? If you see gas the regulator needs to be replaced.
