check for voltage at the plug where it goes on the head light ,see if you got voltage their at that point,the relay only makes the light come up so you know its good,it is possible the headlight switch is bad, or both bulbs have blown ,have seen that happen a few times,but its pretty rare when it does happen,also check the ground wires fr the lights they will come loose sometimes,good luck with it.

Got electricity? There's never a fuse on headlights. They use a circuit breaker.
