New to me 1998 Sunfire... OBD2 won't connect, rough idle, ABS & Brake light.

I recently aquired a 1998 Sunfire which has a few issues. I'm hoping that none of them are major...

#1 - I have two bluetooth OBD2 code readers. I plug either one into the Sunfire and I can pair with it with no issues. I start Torque, which is the app I use to read the codes, but Torque can't communicate with the car. Any idea why this could be?

#2 - The car idles very roughly, but seems OK when driving. There is no smoke coming from the tailpipe. I was hoping that the code reader would help, but it doesn't work. Is there anything in particular with the Sunfire that I should be looking at? Any suggestions?

#3 - The ABS and parking brake lights are lit on the dash. The parking brake cable appears to operate normally. It's probably a bad sensor at one of the wheels. Is there any way to diagnose this issue?

So the OBD2 readers dont give you the actual codes?
You can physically examine the wire harness of each sensor and do ohmmeter tests.
 
I checked the fuses and found the cigarette lighter fuse was shot. I swapped it out and now I can identify my OBD2 scanner with my phone. It still will not connect with the ECU though. :(

I'm going to check more fuses when I have the chance.

I plan on taking it to a mechanic for an inspection, but I'd like to have some of the simple stuff nailed down before I do so.
 
So you get no codes on the OBD2 scanner and the fuse did not blow again?

The Torque app can't even communicate with the ECU/PCM/etc. The fuse did not blow again.
 
Mechanic was able to scan for codes, but didn't find any. I'm happy.

No idea why my scanners don't work.
 
Try a can of Seafoam in the gas tank to help clean up the fuel system.
