No to low wiper pump pressure

I have a 2000 Montana with 187,000. I baby the thing and for the most part I get good service from it. I do have one problem that is driving me bonkers. The fluid to the front wipers has caused me all sorts of problems recently. The old wiper pump went out so I got a new one from Rock Auto, well it works, but there doesn't seem to be enough pressure to get the fluid to the wipers. I have pulled all the hoses and blown pressure through them and they are all clear. I have blown air back through the pump and it passes through easily. The pump motor is working. Could it be that the pump is just too weak? When I disconnect the hose and then turn on the activator it only pumps the fluid out and inch or so in the air, should it be shooting it out very forcefully?
