My 99 has a bad fan resistor and the first 2 or 3 positions give me no airflow.
From there on I get medium and then high speed.
Probably NOT the resistor.
More likely the switch or the relay shown in a prior post.
Junkyard resistor should be about $10 if you are going that route and the same goes for the switch and or relay.
