Overheating Issue

I have a 1998 2.2 sunfire I'm working on. After about 30 minutes after it's reach operating temperature it will overheat. The heat will spike and only go down if I rev it. I sat for about 3 years and I'm trying to get it running again. I have replaced the thermostat, water pump, radiator, and coolant temp sensor. I bled the cooling system and confirmed that the fan is working properly. There's no signs of a head gasket being bad and no visible leaks. I've even gone as far as making sure the gauge itself is reading the right temperature. This car has me stumped, does anyone have any ideas of what it could be?
 
1. The engine fan is coming on at about 215 to 225?
2. When the fan comes on it does NOT bring it back down to 195?
3. Did you test the new thermostat in a pot of water with a cooking thermometer to verify it works? New thermostats can fail.
4. Did you pressure test the cooling system including the cap?
5. Did you try a coolant hydrocarbon test kit?
