p0440 code keeps coming up

my 2000 sunfire 2.2l keeps getting the same code p0440. i have had the car smoked didnt find any leak. i get 27mpg (average trip from torque pro app). but the only thing that i notice while going a constant speed for like 10 minutes is that the gas tank level meter goes up and then back down(its not like when you accel or deccel and it moves). Someone has recently said to look at sending unit voltages but i havent got to my friend how can read that. as of right now i reset the engine light when i refilled but im at the point where the evap system will run and it will come back on. i know i should really worry cause im getting decent mpg but just having it on is lol
 
doesnt really help but i tried the fuel tank pressure and some other sensors from torque pro app and none seems to work

most obvious cause is the gap cap, you have replaced it? Next the two valves.

yes that the first thing we've done. i have recorded my gas gaugedoing its thing when it does its thing
 
are you saying you have already replaced the vent valve/purge valve?
 
no but the gas cap is though. is there a way to know if its those? just let me know and ill upload the video if you need it
