P0440 code

Got this again yesterday. The advice I received was to scrub the crap off the teal seal on the gas cap with a Scotch Brite scrubber, which I did. If it does come back again has anyone replaced the gas cap and, if so, did you use one from the dealer or an aftermarket one? Or, did it end up being something else?
 
Had this code on my van over a year ago and replaced the cap with a new acdelco one from rockauto and the cel has been off since.
 
Got the new cap, installed it, cleared the code, drove it for a week, code is back now

Looks like it could be a couple of things. Wondering if anyone has any helpful hints? Fuel tank neck maybe?

One of these days when something is wrong with my van I'm just going to start looking first before researching for weeks on end. I went looking for the vent solenoid. Ended up finding this

After seeing this I remember running over some debris over the summer on the interstate. Guessing it just snapped that right off. I'm also thinking that area is where my refrigerant leak is judging by the amount of oil on the pipe

So I reconnected it the best I could last night, drove into work this morning, and on my way in the CEL turned off. Hooray! It looks like the connector piece is broken though. Anyone have any recommendations for keeping this in place other than electrical tape or buying a new tube?
 
One more thing. I have another black clip that was hanging on but not connected anywhere. The one in the picture seems to be in the correct place. Can anyone tell me where the second one goes?

EDIT: Nevermind, I think I see it further up
