parking lights won't turn off sometimes?

Sometimes, when I try to turn my Pontiac Grand am 1997 off, they key only turns about half way which will turn off the car basically and stops it running but the parking lights stay on and the lights inside the car. But I cannot turn it the rest of the way, to turn off that stuff because its just kind of... stuck. I have the key in all the way, and everything is right (like i have it in park and everything). And every time, I have to sit there and wait for 10-30 minutes to hear a click and then I can turn it all off. It does this for about a week once a month.
 
Have you tried pushing the shift lever forward while turning the key when this happens?
 
I too have the same problem.

I have to turn the car on, put it in gear, then put in park and attempt to turn the car off.

Sometimes it works sometimes it doesn't.

I want to find a way to disable it.

What it appears to be is a "neutral" safety of sorts, that is failing.

The ignition recognizes it's in "park" and then will let you turn it all the way off.

Is my best guess.
